Just because I find the previous dominating theme to be better the the later dominating theme doesn't make it wrong .
Edit: pluss it's how long after the bombs dropped? You would think by now what's left of pre war culture would start to fade away more and more, at least outside of the major centres.

The pre-war culture has faded away though. The only places I've seen it present in Fallout games is the Vaults (that aren't a wreck), in one or two "Hold-Out" places like Tenpenny tower, full of people that reject the post-apocalyptic world and Enclave ran places to an extent.
My FO4 wishlist:
More expanded Hardcore mode (with more realism, ie Weapon Damage for both NPC's and Players alike)
Skyrim esque engine
Less lonewolfing involved with some quests.
Actually being able to join a faction.
Better weapon sounds/effects.
The desert setting in FONV was rather boring but everything else was better than in FO3 IMO. In FO4 i want a bigger emphasis on the Brotherhood of steel, I love those guys. More vertical gameplay, tweaked perk system (same principal), new engine, better hardcore mode, better weapon customization/modification system; darker, moodier, frightening atmosphere.
i'm hoping they have a large number of gun types more like New Vegas had.

If the engine is anything similar to Skyrims new engine (which I assume it is), we can expect some amazing graphics. The only area I DON'T want to see is anything that is similar to skyrim (ie, Canada, Northern NA, Russia). We'll have to see.
