As in maybe you get a horse at some point in the game and you can have the option of riding it or using it to carry a much larger amount of goods.
Horses may well be extinct in the Fallout Universe. They were pictured in the All Roads comic but Chris Avellone said- "there were parts of the New Vegas design where we specifically removed the mention of horses from certain narrative points (one of Raul’s stories originally referenced horses, for example, and we cut them because we didn’t want to imply horses still existed)." You could possess the last horse in America or something I guess, or they could be engineered GECK style.

Not sure how I feel about horses in FO, I think I'd rather keep them in the Elder Scrolls games and have at most rare quads/buggies. With the new mad max coming out Bethesda might try to capitalise on it.

Apparently there were planned ridable Giant Molerats in F3 but they were cut-

It's a full hour press conference, it's not like they'll be talking DOom the whole time. And anyway, it's not like we didn't know Doom was coming

I don't know, I kindly want and don't want Fallout 4 in same time, since I highly doubt its plot would be on bar as New Vegas.

Doesn't take much to rise to the standard of Obsidian's writing.

On the plus side at least they have the ability to write concisely and not use 2,000 words to express something that takes 300.

They don't, they just never expressed anything complex. Between Fallout 3's

"- I'm looking for my dad, have you seen him? Tall guy with glasses.
    - Yeah, sure. He passed through here 2 days ago"

and 2000 words I choose the 2000 words any day of the week.

The ability to write concisely without ludicrous padding is a pretty fundamental skill in creative writing. I'm not saying Bethesda are any better, but Obsidian sure as hell aren't any ways ahead. Both need to hire professional writers and stop pretending they are GRR Martin just because they like the fiction genre. Pillars of Eternity is a case in point, as is New Vegas: Lonesome Road. Holy Christ that's some sleep-inducing dialogue they churned out.

I greatly prefer Obsidian writing over Bethesda writing any day.
