Nice, hope that they let Obsidian do another one. One can only dream but it would be great if we had two Fallout games coming out Fallout 4 and Fallout NV2/LA.
It's a rumor, not confirmed.
Indeed, the quest system was terrible in Skyrim. But I must say i also hated the unmarked quests in Fallout 3 too. Just give us a proper journal that keeps track of all quests both minor and major!
Yes if they only gived some aproximated location like, go talk to that dude near riftem west of the lake.
Its not that good but better tham nothing, like how it is in skyrim. The NV quests was the easyst to me to complete because they haved descriptions and everything, not just a big pointing arrow
Doing a fresh playthrough of New Vegas using Project Nevada. It's pretty cool, I hope they implement some features from it into the next Fallout.

I only wish they add more people for me to kill. It is extremely tiresome to hunt down humans in Fallout 3 and NV. I often have to walk miles to find a single merchant, or hideout of merely a handful of people. Not fun when you just want to saw people into pieces!
It's because it isn't strictly about killing, unless you want to RP a serial killer.

It's the tough choices, but it can be pretty fun. Be like a real serial killer and plan out your killings, and always do it in a certain way. Good for killing time.

I think there's a mod for that.

I found this video interesting, I hope Fallout 4 will be more like 'New Vegas' than 'Fallout 3'.
If Fallout 4 combined the grim atmosphere, soundtrack and story telling of Fallout 1 and 2;
The atmosphere and retro-future Americana feel of Fallout 3:
and the Character development of Fallout New Vegas;
It will be a complete gem.
I would also like to see much more moral ambiguity and free choices if it is being developed by Bethesda - The whole "Good guys" Brotherhood of Steel storyline from Fallout 3, though enjoyable, seemed a bit linear.
AND lots more vaults, full of conspiracies and hidden pre-war left over messages.
