No it couldn't. Rudy Gay, Lowry, Amir Johnson is not a core you can claim to be going somewhere with. The Raptors will be stuck with this lineup literally at the luxury tax line (which is only a place you want to be if you're going to the Finals and even then it's not fun). The Raptors have just set themselves up for an extended run in the 7-10 spot in the East. NBA Purgatory. Not good enough to get into the latter rounds of the post-season but not bad enough to get the high lottery pick that'll let them draft a star to get them out of their (See: Charlotte, New Orleans, Cleveland)

Also, Bobcats was close to pulling off an upset at that point but after that Patrick Patterson blew them away. (not that it's a huge feat to blow away the Bobcats at home, especially when your a PF being guarded by a guard.)

mostly because, with something like the top 5 pick you have a much more realistic chance of picking the next Lebron or Jordan (another very very good example is David Robinson, the Spurs were garbage before they drafted him, and have been an elite team in the 2 decades since.), aka game changers that can single handedly make a bad team good, and someone you can build a championship around.
Of course, the Bobcats have had more than their share of chances to do that and have blew it everytime, call it the Michael Jordan curse I guess.
And it is true that you MIGHT get such a super star outside of the top picks as well, such as Kobe / Nash / Karl Malone / Stockton / Parker to name a few, but you can look at the average draft list and look at guys you see as true championships builder and you'll see a very high portion of early first rounders.
For example, in the NBA right now, among true champion block type of guys. I'm talking about guys (in their prime) you can put on the Bobcats right now and make them at least a average team. you probably have...
(I'll use active or recently active MVP winners and guys who are generally viewed in such light as an example.)
Lebron : first overall
Chris Paul : forth overall
Tim Duncan: first overall
Dwight Howard : first overall
Kobe : 13th overall
Dirk : 9th overall
Durant : 2nd overall
Nash : 15 overall
Iverson : 1st overall
Rose : 1st overall
Shaq : first overall
you notice that non of them are drafted beyond the middle of the first round, and most in the first pick, with half of them by the 5th pick.

I feel bad for Clieveland, i hope that with future good draft picks they can find their footing again.
Kyrie irving cant do everything by himself, i hope the rookies they drafted and will draft can make their team good again.
Irving's performance for his age is scary good, they obviously need a better cast around him but he's a pretty damn good pick for a potential cornerstone.

Bargnani has to go, just not for Boozer. That contract of his is a disaster and would cripple the Raps financially, especially since we would almost certainly have to give up John Lucas III to make the deal work. Not worth it in the least.

Bargs trade value isn't very high so getting a better player in Boozer sounds like a good deal but his contract could strangle the Raptors so idk.
