Town have to be aware that the mafias have scanners, blockers and busdrivers as well. The chance of these two revealing scanners being mafia is very likely as they don't have to fear for their life in the same way.

Ah, yes, but if he is telling the truth, then the Mafia will lose a member. If not, then he the Mafia will lose a member. It is very unlikely that the loss of one townie power role in exchange for the loss of a Mafioso would be a bad exchange. That's why counterclaiming is cool.
