This might be a bit off-topic, but can anyone design their own bulletin version? like the Empire or Lotr Bulletin version? Or is that only available for the Tech guys?

Anyone who we trust enough to give access to either the test server or the live server. In the past we've had a number of skin developers, lord rahl, y2day, bward, jones king, prof are a few that come to mind that weren't in tech staff.

Is there a website in which you can test ones bulletin? I have not made one yet, but I am, along with several other students, taking a class in website design etc. where we are supposedly going to learn to make these sort of bulletins. I just want a place to test it out somewhere.

EDIT: Hmmm I think the school pays for a place where we can test it out... not sure though...

We do not have a test platform for this. I doubt if vBulletin provides one either, but there may be one out there somewhere.

Yeah there's no offline\online testing platform for vB skins. Moreover skins, styles to be precise, vary from one forum version to another.

I agree that vbulletin almost certain doesn't provide one, but skin developers could be given access to pandora to work on skins there, as I said it would have to be people we trusted.
