    Yes you can, but when you do that you can never attack them. So if they attack you after you've made peace with them after the civil war started, you can't strike back and will be slowly killed. It is a bug in the game CA never fixed. As a general rule: never make peace with any faction in RTW. They will always back stab you when they can.
