Title pretty much says it all, I've tried multiple solutions found in this forum but none have worked. Is there anything special I need to do for it to work on steam . Also, does it work on a saved game or do I have to start over ?

I think there is a mixture of settings for different factions in-game (well, there used to be). Some had region borders visible and others did not.
Some players prefer them off and some like them on.
Anyway, in the folder '...\data\_IMPORTANT_STUFF' there are two folders; 'Region_borders_not_visible' and 'Region_borders_visible'. Simply copy the folders you want into your game folder.
If you've installed Steam into your program files folder or you've not turned off UAC then these folders may have to be in the 'application data' or 'virtual store' area. To start finding that simply run %appdata%. You will need to change your folder options to 'show hidden files and folders'.
The folder will be something like "c:\users\'windows account'\AppData\Roaming\The Creative Assembly'.
