Not sure if these have been suggested yet...
Toppos, bipedal rabbit-like creatures who appeared in ALttP, hiding in the tall grass around the Great Swamp. They jumped out and attempted to attack Link if he was nearby, but could be stunned if the grass beneath them was cut away. They then beg for mercy by giving Link items - and calling him a thief - before vanishing in a smoke cloud (deku nut? smoke grenade?)
Perhaps they could be treated similar to Keaton Highwaymen, duel wielding daggers as they work as assassins/scouts/etc... for whoever hires them.
Snappers, humanoid enemies seen in ST. Avian-like, they could be made to have more turtle-like features (or a mix of the two), similar to the MM version. They utilized whips as weapons.
Why do I have this weird feeling that you've snuck the 'aliens' from Majora's Mask in your plans somewhere?

Well with the Great Sea coming, I guess it's time to suggest new mercenaries for the islands?
Island-dwelling relatives of the Hinox. Perhaps the gold markings could be explained away as tribal paint? Also, they could utilize large war canoes from which they lob bombs at enemy, that way they'd have a function on a mostly water-based map.
With the reveal of Ku as begin somewhat turtle/kappa-like, perhaps these could be distant cousins to the River Zora and which inhabit some of the islands, forming loose tribes with no real leaders on them.
Another suggestion would be Sea Fairies, based on Oracle of Ages where Link encounters a Fairy Queen who a guardian of the seas and in particular protected the local Zora Seas.

I kid, of course, given this is just artwork misrepresenting the Fokkeru... unless they do appear with the MM aliens. As slaves perhaps?

Perhaps Achemen (or just Ache) could be a somewhat primitive race of bat-like beings that inhabit various islands, and could serve as a flying counterpart to the Rito that other factions could hire.
The other in the picture resembles a more beast-like moblin, and could possibly could be considered an island-dwelling relative. Probably tribal, and perhaps the result of colonization by moblins many centuries ago?
How about Skullkids using blowdarts? I think they would fit well.
