You have an amd videocard? I have it too but its managable for me.. shogun 2's campaign map is much better optimised
Yeah I have a AMD Radeon HD 6620G.
I see, it is definately the culprit.. even better amd cards have it but its less noticable/annoying.. its the same in empire total war..
Lower your graphics settings starting with monitor resolution.

It worked for me. No more campaign map stutter in Napoleon.
I keep opening these threads hoping for something better than "lower graphics settings". This is related to the ATI drivers. anything past 10.5 has this issue, for most players at least.
Maybe the afterburner option will help (from the linked post prior to mine).

EDIT - Wow with Afterburner installed and FPS limited to 30, the campaign map is about 100x smoother. Still an occasional stutter here and there, but I'm not sure any Total War game has ever been 100% stutter free when you are scrolling all over the campaign map. And, I have all graphics settings back to their highest level!

Possible fix found - I recently bought Napoleon and immediately encountered this issue since I have a HD 7970 Ghz GPU. The stuttering campaign map was driving me crazy, even though I solved the problem in battles by lowering Particle Effects to High. Here's what worked for me:
1. Download and install a program called Radeon Pro:http://www.radeonpro.info/
2. Configure a profile for Napoleon. This is done by selecting the game .exe to apply your settings specifically for Napoleon. However, this step is only very convenient but not strictly necessary - you can apply the settings with the "Global" option as well.
3. Under the "Tweaking" tab, find the option for "Dynamic Framerate Limiter". Set this to a value that is at least your minimum frame rate that you get in the game, for ex. 60 FPS. You could experiment with other values too, but this is what worked for me.
4. Time to test how is works. Change no other Radeon Pro options but the Dynamic Framerate Limiter. The program includes a handy FPS counter that can be toggled on/off in game by repeatedly pressing F12.
5. Hopefully, the campaign man'p stutter should be eliminated, except for some very minor frame tearing. If this bothers you, try enabling VSync in the game options and compare. However, VSync almost always introduces a slight mouse input lag that I do not like, so leave VSync off.

I might add that while the MSI Afterburner software linked in the above posts also has a framerate tool, Radeon Pro is tested with a greater variety of Radeon cards and is likely more optimized. It seems that this is still a problem that remains to be solved for most people.
