    Default Bug?

Playing as Seleucid. About 100 turns after Raphia, the Ptolemaics hadn't train any more stack (they did attack me with an army once but it was not a full stack). When I invaded Egypt, their army mostly consisted of generals without armies and Alexandria still have a plague (maybe it's the reason?). I conquered all settlements along the Nile without much resistances, killing a couple of wandering generals along the way, incuding one or two Pharaohs, and left Alexandria intact.
Needless to say, the campaign is quite boring now (including the incident that the Parthians laid siege my towns in Media but retreated the next turn). Is it a bug?

It seems to me that maybe the Ptolemies died off early. Perhaps they had a poor economy + plague + bad governors + etc. When you attacked their key cities such as Alexandria, did any armies spawn? Do you have the garrison script enabled? I don't know what else it could be other than it was just a very bad AI Ptolemy campaign. Sorry about that.

I have noticed the plague in Alexandria always spreads to Tanis and Memphis (at least) and usually lasts for dozens of turns, because the game apparently has no way to check whether troops are carrying it with them. If there were some way to make a faction quarantine a city with the plague, that would be wonderful. Maybe it could trigger a trait for the city's governor which reduces movement to zero until it is over?

However, I've never seen the AI stop recruiting altogether. You might check a few things. Were the Ptolemies at war with the Free Greeks, for example? They might have been sending their armies to the city west of Cyrene (Euhespirides is the name?), or overseas to Crete, Rhodes or their cities in Anatolia. You could check their financial and military charts and see if those have been changing at all. If you wiped out the whole army at Raphia, they were seriously hurting for troops and only had maybe one stack left spread throughout all their garrisons. So their military chart should drastically fall then steadily increase again if they recruit more -- and fall with troops lost to the plague, to lost battles, to ships carrying full stacks lost at sea from any of the dozens of Free Greek biremes sailing about aimlessly.* If it just remains static or continually decreases whenever the plague starts, then I don't know how it could be explained.

*Honestly, the AI does need to be encouraged to recruit ships occasionally, but they ought to be somewhat more expensive. Alternatively, maybe fewer cities could have ports at the start of the game, so they'd need to be built first if the AI can't find anything better to do with itself.

Oddly enough, i've experienced what may be the same thing, when playing as Armenia.
But I don't think it's a lack of money, the AI boosters should mean they had plenty.
Plague might be the answer though.

Did the settlements you took (namely Alexandria and Memphis) has a lot of population?
'cause, if they have been under plague from almost the start of the campaign, I figure they would run out of pops.

I have not conquered Alexandria yet, fearing the plague will infect the Royal army.

Currently looking at your national rankings scroll graph thingy and i've never seen such a thing. Is your script running correctly?

edit; Graph on the financial tab flat lined. Should be going up and down for most factions, beating
