    Default Big Issue

    Ok I know this problem has been posted before but I couldnt find the answer. I started a campaign as Sparta and after conquering a city, I cant build any barracks or military units. I know you are supposed to leave a general with the oligarchist trait in the city for a turn to build a certain building.. I left 2 generals there for 5 turns and still nothing. Please help!

    Did you enabled background script after loading saved game? Or after starting new game, as sometimes it doesn't start in a proper way.
    Furthermore, I believe that Rome must be destroyed.

    I experienced some towns take longer to be converted.
