What, the accent?
I think it's very tasteless to make fun of someone's accent.
This women was tortured in Croatian media for a month because of this speech.

It's some kind of small nation syndrome, some fear of not fitting in so speaking with strong accent is supposed to be embarrasing. Doesn't seem to bother speakers of some dialects on British isles, or the French speaking English. Have you ever heard a French person speak any language without very strong accent?

It's not about the accent, its about the level of education and training of the government officials. After this speech, he has improved his chances to become a minister of Education and Science.
Being a "Doctor of Political Sciences", government official, and not knowing a single word of anything you are talking about. It's really embarrassing.
Not knowing anything is appears to be a requirement for any government job in this part of Europe.
