First, welcome to the Forum.
Second a small admonition to make your stay here pleasant.
I small note. Your question was in fact asked 2 days ago last, and has been innumerable times. You will note if you scroll down in the forum a bit that I have actually copied this answer from my reply to the last fellow who asked the same.
So...
In order to keep the forum from cluttering- it is after all the most active TW Forum; the moderators discourage the opening of new threads for questions that are answered in the FAQ, questions that are already answered or questions that have a simple answer. The latter belong in the General Questions on TATW thread.
Now, it is human to just pop on and ask a question, but to avoid clutter and thus avoid trouble with our otherwise nice moderators, and consequently make your own stay more pleasant, you should always do the following when you have a question.
We are all humans playing the same game and thus meeting the same problems and questions. So there is a good chance that somebody else have encountered your problem before and asked it. And also had it asked.
You should thus always:
1. Check the FAQ.
2. Use the Search Function.
3. Then, and only if your question has not been answered, should you post it, and most likely it will belong in the Questions about TATW thread.
This will make everybody happier.

There is no specific time limit that must pass. You only need to meet the requirements, which can be found in-game by hovering over Aragorn's ancillary "Elendilmir." It can also be found in the FAQ.
