    Senator Tarem was for a short time amazed but the consensus that the senate appeared to have reached, but now the situation seams more natural once more.
    -Dear senators and fellow Romans, in the best interest of ours and our city, the security of our peninsula should be given a priority, but first and foremost we should look at the security of our heartlands!

    1. Raise new units in Roma to crush the rebel scum in Latium.
    APPROVE

    Proposal
    we should recruit one legion (1 hastati, 1 principes, 1 trairii and attached light troops) of Roma citizens that shall disband and return to the fields and stores after the threat has been neutralized.

    3. Leave the large garrison at Taras to deter any Epirote invasion. APPROVE

    5. In the future, let's make it a priority to dispose of any rebels that pop up in our lands. Let Rex Germanicus quickly raise some troops, crush the rebs and then do what ever he sees fit with the units afterwards. No debating. DISAPPROVE (As mentioned above, i believe that any ad hock threat should be met by ad hock army that should be disbanded as soon after it's goal has been met. This way we can reduce the expenditures of the state on the campaigning of our armies.

    Senatus Populusque Romanus - 270 BC

    Senatores, the year started off with a smashing victory for the Republic. A small detachment of troops from Roma, including some recently levied Rorarii, engaged and defeated a force of brigands terrorising the countryside. The triumphant men returned to Roma to celebrate and replace the fallen heroes.

    The terrain and composition of both armies prompted Tiberivs to employ non-linear battle tactics. All the men, battle-hardened Triarii and green Rorarii alike, were placed in one line, with the Triarii guarding a flank.



    Noting the position of the enemy forces and the necessity of fighting on flat open ground, Tiberivs ordered his troops to run into position directly opposing the rebel's left flank. The Triarii were moved to the left flank of the formation to counter the cavalry threat.



    The enemy turned to meet us.



    And watched our slow advance.



    Suddenly, Tiberivs, realising the advantage the Triarii would have against the rebel Eqvites fighting in the wood, ordered a charge and the troops rushed forward. Unexpectedly, the enemy feigned a retreat but rallied on the road, leaving the skirmishers to face our Rorarii alone.



    The Triarii forged onward, though, and ploughed head-on into the enemy's cavalry.



    The Velites were holding valiantly against our onslaught.



    But eventually they were forced to commit more troops to the fray. Meanwhile, our Eqvites had rode around the enemy formation in a wide flanking maneouvre, intending to drive a charge into the vulnerable rear of the enemy cavalry.

    The enemy general himself attempted to halt our rampaging cavalry but failed to engage the swift horsemen. Our recently freed Triarii counter-charged and pinned the enemy general.



    Another charge into an exposed rear.



    Another rout.



    Yet another charge and rout. The battle is effectively over except for the clean-up stage.



    The enemy general met the fate of all whom lead armies against Rome.

    The temerity and treachery of some rebels apparently knows no bounds, though. Two armies gathered in the north,



    And some Samnites rose up in the south.



    In more mundane news, trade treaties have been signed with the Makedonians, Koinon Hellenon, and the Kingdom of Seleucids.





    Construction was completed on barracks for resident foreigners in Taras and sewers in Arpi.

    With the workmen free from their former occupation, the Republic contracted them once again to build a Holy Site of Minerva in Taras and a Granary in Arpi.









    Manivs took an interest in supporting the arts.



    Lucius Cornelius Scipio was elected to the office of Quaestor.



    The northern army group marched deep into Brettia and linked up with a small band of reinforcements from Taras-all the garrison could spare.

    The army besieged Rhegion the following season and immediately assembled some rams.



    In the winter of 270 BC, the southern army, under the command of a certain Marcvs, assaulted and captured Rhegion in a bloody fight. All of the renegades died in the battle and Roman honour was been restored. Remembering his weighty orders, Marcvs, a cruel man by no means, curtly and with a wobbling stiff upper lip commanded that all adult male residents be put to the sword and the women and children sold into slavery. A decision which would haunt him for the rest of his life.







    Preparation began to repair the walls and install a local tyrant.

    Thus ends the bloody business of the day.

    The senate chamber breaks into a flurry of whispered conversations as the magistrate finishes his report, the news from Rhegion has many scrambling for what advantage they can, or recovering from a major blow to their schemes. Plots abound, as thick as leaves in the forest. Hibernicus; ears ringing from the account of the slaughter in Rhegion, a slaughter he condoned, clears his throat and rises to his feet.

    "Noble senators, the news from Rhegion is joyous, yet grave. Let us hope that we shall never again have to visit the horrors seen there on another populace. The South is secure for now, and it is time we put down this rash of rebellions once and for all. Let us send a portion of the garrison from Taras to Rhegion and immediately dispatch the legion to put down the Southern rebel army. The Northern force should advance into Etruria and annihilate the Western rebel force. Finally, whichever forces we can bring to bear should be sent to wipe out the final force in Umbria, this final task may take a while longer."

    "However, we shall forever be plagued by uprisings until we defeat the causes of rebellion. Therefore let us ensure that every city across the Res Publica is properly garrisoned with at least one maniple of infantry. The exact make up of these forces is a debate for another time, let us first agree that this must be addressed. Alongside this I propose we institute a policy of merging veteran units into one another after each battle, thus ensuring we always have a solid core of veteran troops in each legion. The remainders will be sent for retraining, where there experience will aid greatly in breaking in new recruits. Only once we have exhausted these should we recruit brand new units for our legions. This will save manpower, and treasure. Let me be clear, I am not suggesting we never recruit troops, merely that we merge and retrain the existing units first. I propose this become standad doctrine from this point forth."

    "Finally, if it be our intent to launch a Northern campaign in the mid-future we shall need men. Therefore I propose we lower taxes to stimulate growth in Arimnium as this city will likely be at the forefront of any Northern campaign, and we shall need large numbers of string men there. For now, let us look to our own borders my noble friends. Once we have put down the rebels for good, then we may once more look to the lands of the Gauls and Carthaginians."

    Hibernicus sits down, content he has made his points clear.

    My fellow senators I have to agree with our good Hibernicus he is wise in motioning to lower taxes in Ariminum. And the utilizing of troops in Rome to attack the rebels threatening trade in our Northern lands. However the motion to raise garrisons in our cities is unnecessary we only need a roving force to forcibly disband these rebels... it is both cheaper and easier for us and will serve as training and testing for both generals and units. Also I propose that a counter motion be made to moving garrison forces from Taras to Rhegion... I propose that a new mixed force be raised to hold Rhegion and free up the legion.

    Senator Anglorius looks around once more and takes in the splendour of his surroundings, he will never grow tired of sitting here in the Senate, he thinks back to the past and the long list of his ancestors that have sat in this very building. His ancestors would be horrified to think of how the Republic's most august assemblage had been defiled by plebeians and barbarians.

    He watches as his noble friend Caticus feeds his cat a small morsel of dried fish. Although not overly fond of cats, he can forgive his friend his minor quirk, as after all he is of noble roman blood.

    He casts his ballot.

    He thinks about making a speech and decides that lunch is more important. He bows to the floor and leaves, smacking his lips as he thinks about stuffed door mice and larks tongues. He will go to the gymnasia afterwards, although not a vain man, he likes to keep in shape - you never know when you might need to cut the head off a barbarian after all!

    But for the votes:

    Opposed I don't think we should be bothered with every tiny act of lawlessness unless it threatens our interests directly. Only if the rebellion is persistent, growing in scale and/or starts hurting the economy, should we actively attempt military action. Bribes and diplomacy may serve as well.

    That's actually what I based this AAR on. Placing control of my campaign in the hands of a group of independent-minded, competing factions deepens the gameplay and simulates reality on a level not extant within the RTW engine.

    As for the proposals, Arminium currently contains no military infrastructure whatsoever. Principes and below can be recruited in Arretium, though.

    Senator Caticus was visiting family relations out in the countryside and for a breif moment he managed to get a messanger to carry a message to the senate about the bills and proposals. When he was finally free and started heading back for Rome he recieved news that the Olympics were happening. Caticus was always very fascinated by the Olympics and so he got on a ship bound for Olympia in Greece. His ship got waylaid by some Epirote pirates until Caticus released Clawticus from his carrier. The cat promptly clawed out the eyes of the pirate captain and distracted the rest of the enemy long enough for Caticus and the captain of the Roman vessel to knock them in the water They then set fire to pirate ship and continued on their way. When the crew caught some fish, the captain gave the fatest one to Clawticus.

    For many days Caticus and Clawticus stayed at Olympia and cheered on their favorite athletes. Then Caticus decided it would be best to get back into the swing of things and return home. They manged to get on the same boat they had come on. While they were sailing, an Epirote pirate ship appeared, but this time all the captain had to do was raise a red flag with a black cat on it. The enemy immediatly turned around and left. When Caticus arrived in the Curia he was saddened to find that it was so quite. Only a few senators here and there... What happened? Where is the next update our beloved messenger is suppose to bring? Is the senate dying?

    The Olympics last another week. As long as the AAR remains perched on the precipice rather than slipping over the edge onto the dreaded second page, I think it's safe. Besides, there's another AAR open.

    As the discussion on the various proposals which had been brought before the senate began to die out Tullius, a young patrician who had only just been admitted into the senate during the last census stood and looked around the senate hall lingering on Anglorius and Caticus hoping that they would one day prove to be useful allies against the rising influence of these so called 'new men'. "Fellow senatores it brings me great joy to hear that those fools who called themselves Romans have been rightfully punished and that the honour of our glorious res publica has been restored. However it saddens me that some senatores have all but forgotten the recent transgressions by our so called 'ally'. It appears clear to me that war with our phoenician neighbours is inevitable and all our efforts should be focused on ensuring that our beloved city emerges victorious from this conflict, for the alternative of seeing the city where I was born and where the gods of my hearth dwell, be enslaved to phoenician masters is a faith worse than death. Therefore, so that we may avoid such a shameful event from occurring, I propose that we gather all of our military strength and after they have been re-equipped and re-supplied that we take the initiative and bring the war to the Carthaginians rather than waiting for the war to come to us". Having said his piece Tullius returned to his seat hoping that his fellow senatores would agree with his proposals.

    I Propose that we gather all our military strength leaving only small garrisons as required to keep public order etc.
    I Propose having done the previous two proposals that we immediately launch an assault on Messana

    Also I Disagree with motions 1-4 and motion 6
    However I Agree with motion 5 as we must establish suitable garrisons in our cities

    Caledonius had enjoyed returning to his mist-shrouded homeland, a place that most of the 'civilised' Romans, the plebeians at least, believed did not even exist. The island of Albion, as it was called by some, sat right on the edge of the world, his own people being on the very edge of that edge and far out of harms way from the tiny swords of the Romani and their amateur warriors.

    He had been glaring at the outside of the senate house with a heavy brow when he heard about the fate of Rhegion, a pleasant senator stopping to chirp on about it, pleasant but half-witted the Caledonian thought, and this news bought a smile to his face which should probably not have been there. It was the smile of a man who had heard wonderful news, news which in this case meant Romans killing fellow Romans and he could not have been happier.

    It must have appeared odd therefore when he entered the senate house, wrapped in his chequered cloak and clad only in his bracae and a thick golden torc, and seemed so very happy. As many of the long, hook-nosed 'elders' of the Res Public knew, happiness was not in his character at all, and was perhaps something to do with coming from an island where it constantly rained.

    Seating himself just in time to hear a repeating of previous proposals, and a speech by some young Roman pup, he quickly discovered what was happening in his adopted land.     5.5. Sub-motion (will only be debated if the 5th major motion gets passed): What should the standard garrison of our cities be composed of?
