You got it wrong .That's impossible. Then you could construct your complete government tree in 3 or 4 turns, where such a process should take tens of turns - fully integrating a city into your empire was a long process.
Let me explain again,Ally of Getae takes 10 turns.
Make it from 10 parts ,1 part takes 0 to construct.
In order to build part 2 you need to have part 1 CONSTRUCTED,so you cant construct them in the same turn.

Hello everyone, I got I question about government "buildings" tree (Policy). Where can I find file with definitions of all stages of Policy? I know some of them but there are new elements for me which I don't know. I am sorry if there is a topic about it already but I couldn't find it.
