I'm sure these are three types of units/agents for the three factions (Gauls, Britons and Germans). Gauls and Britons have plaid pants.

Gauls (Arverni) - they have the red hair (swordsmen, women, witches), their clothes are richer.

Britons (Iceni) - they have brown/black hair (swordsmen, women, druids, witches), they all have blue tattoos.

Germans (Suebi) - they have blond hair (swordsmen, women, witches), the most poor clothes.
