    So you want to change the castle level of a region? Here's how:

    Make a mod that will contain a modified startpos.esf.

    In startpos.esf, you can change the buildings starting in a region.

    Use the latest startpos.esf for ROTS from a patch.pack.

    It's in campaigns -> jap_gempei

    With PFM, go here:
    CAMPAIGN_STARTPOS -> COMPRESSED_DATA -> CAMPAIGN_ENV -> CAMPAIGN_MODEL -> WORLD -> REGION MANAGER - REGIONS_ARRAY

    There are 66 regions for ROTS (66 REGIONS_ARRAY - number). Find the right one. In there, find, REGION_SLOT_MANAGER.

    Then find REGION_SLOT_ARRAY_5. Go to REGION_SLOT -> BUILDING MANAGER -> BUILDING

    Go to row 3, and you ll see "GEM_castle_1_Town". Most provinces start off with "town" and that's what's there. Change it to GEM_Castle_4_Castle, for example, if you want the region to start off with a castle.

    I hope this helps.
