My capital is still incredibly rebellious i have to keep a descent garrison with low taxes like in the first version . (Playing with Eataine )

Have you built Asuryan temples and/or temples of laught.
There are a lot of buildings that will help you to avoid unrest.

I will show you all buildings and units that affect public order .
Low Tax Order
In lothern i have the Faction Leader ( Prince Haradrin ) ,Phoenix Guard,and two militias . I have one temple of Asuryan ,one temple of Mathlann ,House of Spear,Town Hall and a Large Stone Wall .

And still that face is blue , if i take any of the units it turns red .

You can move your Phoenix guard and use more militias. Having 3 units garrisoned is not a lot. Try to upgrade your temples and soon you will have a green face. Also maybe your faction heir has some negative traits to the public order.

Faction Leader , and no i checked it , but the real heir has negative traits though .
