    Default legion recruiting script and changing capital

    when i changed capitol to Roma, how come i can't recruit the legions there but instead at the old capital.
    the barracks shows up outside of Roma, but in unit recruit list, it doesnt have the general unit.

    Have that same problem...
    I guess he didnt think of us who like to sail away from Italy and make our Capital in Spain
    Hope he can fix it in the future
