Playing as High Elves I took over Moria some time ago. Anyway finally my culture is high enough to recruit my basic soldiers... but it's going to take 22 turns until the unit is available. Can this value be edited - and if so how?

The replenishment speed will increase once you convert the culture some more.
Go to the EDB and in every unit recruitment line
recruit_pool "Horseguards" 1 0.2 2 1 requires factions { scotland, } and hidden_resource rhovanion and region_religion northmen 40
change the second number to whatever you want.

I am having the same difficulty recruiting the Silvan Elves in any settlements other than those in Mirkwood, in that it takes ages. Would the speed of recruitment be increased based on the culture values i.e. with a high elven culture they would recruit faster, as I was under the impression that the speed of recruitment was based mainly on the type of terrain that the settlement had.
Have I been wrong for assuming terrain was the main factor?![]()
It depends on the terrain. Elves recruit best on forest terrain, that's why you can recruit more units in mirkwood. You can see which terrain a regions has in the "Atlas of Middle Earth" building.
I always thought that terrain was the determining factor in recruitment times, but the intial reply to the original question seems to state that culture can speed up recruitment. Is this or is this not the case?
No, culture only makes recruitement possible, so when you have 21 % evil culture (just an example) you can recruit snaga skirmishers but when you have 50 % culture you can't recruit more. It only depends on the terrain and barracks level (for some units)

I'm playing as Gondor now... first turn I change the capital to Dol Amroth, however it hardly makes a difference to my finances in terms of income per turn. I'm sure in the past I've done this and it helped me get more money. I've removed the 'help weakened factions' script and 'settlement a.i. conquerors' script and 'garrison script'. None of these would interfere with finances would they? I really struggled with finances playing as the high elves - each turn my income was going down even though I wasn't ordering any more men (and thus more expenditure) so I'm afraid I might have done something...

If you play 1.4.1 with RR/RC, culture also plays a part in replenishment speed.
You're supposed to move the capital to Tarnost. At least you were in the past.
Were you adopting generals or having some come of age?

Also, the second value (0.2 in the above example) governs the speed - what I couldn't see on the guide you linked me to is what values I can put there? i.e. what's the best value so recruitment speed is increased?

Yeah.
The best value is what you want it to be. 0.2 means you'll get a unit every 5 turns. 1 means a new unit every turn until the pool is filled up. Decide every how many turns you want a unit to appear, divide 1 by that number and put the result in the EDB. I think 0.09 or 0.1 are good numbers to start with, because I prefer for regions outside the homeland of a faction to replenish slower. I can't tell you exactly what number to put, because I don't know your preference and I don't know the other settings of your EDB, as I play an older version.
