City location error

today i played as parsa,and when i plan to conquer arabaya,there no city on that province even i have to explore the province
then i enabled the cheat "toggle_fow" to deactivate fow.and there's no city there.when i scroll at the very edge of the map(in lybia).there's a mountain cover 4 city the one city is the city in arabaya
did there any hotfix for this?

It’s not a bug. It’s meant not to have cities in Sahara and Arabian Desert (obviously because they are deserts), Northern Europe (because of their tribal ways and difficulty to hold these lands) and north-eastern Steppes (there lived nomads). It is historically accurate not to have big cities there...
