HOw to create military unit in Conquered City

Yesterday,i just play this mod.i have problem with recruiting unit in newly conquered area
because of this.i have to send an army directly from capital
.anyone please help me,i love this mod

let family member in that city until there is monarchy gathering shown in the building, then build the monarchy government, after that you should be able to build barracks
