You will need weapons metal import to build the 3rd barracks a citizenship to build the campus martius
take a look in your game: c/ Program files.....play rome and export description buildings. Itīs always instructive.

One of the most promising modifications for Medieval II
^This. For example, the third level Boii barracks says at the bottom of its description: "Note: will need Small Foundry to build next level barracks." The building lists scroll is also useful. If a certain building requires something else built before it can be constructed, then it'll say that when you hover your mouse over it.
If you go into the "Sticky: Q&A Links" thread at the top of the main forum and select the "RS 2.5 Beta Official Preview Thread" all you need is in there.
Just scroll down to the "ROMANS" post (6th one down) and click on the "Show" button below "ROMAN GRAPHICS" heading. You will now get another series of "Show" buttons that provide charts showing what is required for all the government and barrack options and what they can recruit. Have fun!
What I don't get is that I build everything that is asked of me as Rome but I cannot build the next level barracks. I'm fairly certain it's a glitch of some sort.

Ok let me list what i've done.
1.) I've annexed the settlement and given it Citizenship
2.) I've built fortified regional focus
3). I've built army supplies
4.) It's a huge city
5.) It has the first mining level
(Settlement in question is Capua). I've tried with other settlements but even though I built Government determination it doesnt give me the option to annex or make a client state, i've tried with Carthage and Syracuse.
Edit: Just found the settlement building charts, apparently I need tribal justice to decide what Government, still my Capua problem is unsolved.

You mean weapons metal import? Because you need the weapons metal import if you don't have the right mines in that city. That too can be read in the barracks' descriptions.5.) It has the first mining level
Ah yes I must have the wrong metals. Btw are.Syracuse and Massalia better as annexed or allied?

Depends on what you want to do with them. Massalia has quite a lot AOR-units if you make it a client state though.
I want to utilise Massalia as a recruiting base against the Averni but I suppose I don't need to use Syracuse as a recruitment base

I economic boost from citizenship is far better than AOR units IMO.
Always go for citizenship *Shrugs*
