HOI3 HQ in allied territory

playing as Germany, I now have quite a lot of puppet allies in Europe, and i would like to have my HQ's stay in different places, like one in Finland, Romania, Turkey etc. The problem is i can only assign German territory to my HQ's, and allied states as a whole are assigned to seemingly random HQ's color on the HQ mapmode.
is there any way i can manually set what territory belongs to what HQ (outside my borders)?
