Yes and no. He was "crowned" King of all Eagles after the Battle of Five armies, so for the most part of the book he wasn't

Elven is correct on his part, however the number isn't quite right.
30 rangers under Halbarad, so 31, joined up with Elladan and Elrohir which makes 33 unless you consider Halbarad part of the rangers than he is counted with the 30 and the total number is 32

Correct Eonwe, Halbarad says he has 30 rangers with him, so total 31 rangers.
