i have played and finished a campaign playing as rome and there were no marian reforms , i tried to increase the population of arkagras but nothing happened . so what should i do ?

Did you not build the Huge City Imperial Palace - because that's the definite trigger?

Play again and make sure youn enable the script on every load. I can't see how this can have happened unless the script was never enabled.
