How do you get a foreign trading district?

Once you research it there will be event where foreign powers want to deal with you. American are availabale to both sides, British only to imperials, French only to shogunate. After you accept one of them you can build their district.

Be careful, because once you accept the offer for the foreign military mission, you cannot change your foreign allegiance (as far as I know).

Go to a port in some other country. Cut it away from the land it's on. Use chains to haul it back to your place. BAM!
