Well there have to be records somewhere.
We could have somes sources about high ranking officials during the times of Maximinus Thracian and some others throughut the crisis by somes surviving texts and inscriptions. I think the inscription of Ausburg name one governor of Raethia or Noricum.
I could add some quite important governors and officials of the time in which Diocles took the power, I'm speaking of the battle of Margus o.c.!
And also for the Tetrarchy some name could be found but....a list with the names of the governors of the provinces of the Roman Empire during the III cenury,.......well! That would be really a dream! an incredible dream!
Its really about the time of Valerian/Gallienus I need. What I have is based off Harry Sidebottoms Warrior of Rome books and wikipedia.

Historia Augusta is largely rubbish. Prosopography of the LRE is excellent, and you're best bet for the era of Diocletian and the Tetrarchy (not sure if it goes back earlier) but it's really expensive to get your hands on! I've just viewed it through google books and JSTOR references.
There are also public libraries and the Universitarian Libraries in which you could read the text without buying it!
The book of Barbieri is out of print, its price: more than 100€ too expensive! But it should be very, very interesting it lists the senatorial aristocrachy from Settimius Severus to Carinus.....
I have copies of the Prosopography of the Later Roman Empire - if you need specific references for individuals I can dig them up for you.
Cheers guys Ive found most of the Western Governors I need,it's really the Eastern part of the empire Im struggling on.
