Anyways I would say its
75% - Rome 2
20% - Victoria
5% - Something Else
It gives the thread a sort of modern Latin spin (nevermind Percent actually being a Latin phrase...).
Anyway, at this point, I would argue that Victoria has a slight edge over Rome II, if only because it is the logical next step (succeeding Fall of the Samurai). Failing that, though, it is almost certainly Rome.

They have never said Rome 2 won't be their next game. The only thing they have said is that the next game won't have a 3 in it, so it won't be Medieval 3 or Shogun 3. And the thing with not doing 2 sequels in a row is a silly argument. Just because they haven't done it yet, doesn't mean they won't. Before Medieval 2, they had never done a sequel AT ALL before, yet they made one, so this argument is irrelevant.
I will quote myself from a previous thread.I'd say rome has about 5% percent happening. Ca not going to do 2 sequels in a row. It also doesn't really fit this engine ether becuase soldiers break off into their own duel to fight each other.So far I'm hearing Rome 2, Victoria, or some kind of china/Asia game.
For now I think it's pretty safe to call the next game will be somthing similar to fots. Many will disagree with me about this but CA has tried fots for a reason. However there is still a chance for a melee type game due to the previous games before Shogun being gunpowder based. However, fots is a huge clue to the next total war.
Fots, as I see it, is the framework/basework of the next game coming out. The warscape engine is on its last legs so CA is going to place in a game that the engine was made for.
Fots has introduced railroads, naval bombardments, completely new fast shooting guns, and so much more things that would probably not be implemented in Rome 2. All the stuff for a game about this period is already there; all they need to do is put it into a game taking way less time then Rome but still having enough time to make it enjoyable.
The combat for Rome would have to be reworked with the implementation of shields and bodily working like formations that need to stay together for them to work. Not break off into one on one duels like in previous warscape games.
You would also see the introduction of entirely new cultures in technology, all having to be redone in the sake of a new game.
We all know CA was able to create Shogun 2(completely new style of combat) becuase they picked a small country during a pretty short time period which doesn't involve a whole lot of cultures.
To save themselves a rush, CA has created fots to use for a huge based total war game. That way they can spend a lot more time developing more features (and adding more depth to then canpaign and factions) for it during the the time they would of used to make all the new animations and other features shown in fots.

The "CA won't release two sequels in a row argument" doesn't apply here. Even if it is true, then the last Total War released was Fall of the Samurai (a standalone game) set in the Boshin War, and therefore it does not discount Rome 2 as the next one.
I would like to point out that the next TW has probably been in development since at least when Shogun 2 came out, probably earlier. Why would they release FoTS to 'test the water' for something they were making anyway?
Given the huge lack of attention to the ancient world in the TW series compared to the modern, Rome 2 or something set in antiquity should be next

As I had said before, Rome would not work with the warscape engine and CA said they would still be using this engine for the next game.
Also the last game was an expansion, not a full game so the next game will prabably be a different game.I do believe that point was quoted by Craig drop down in the threads.
As for I fots was testing something; it's all speculation right now. You could be right, you could be wrong, but as for me I thinks it's going to be Victoria.
You can't prove it won't be, and I can't prove it will be, but based on the information given to us this is what I think.
I'd give it a 30% chance.
But as I really have low interest in the Rome era, my chances of buying it are about zero.

Remember how the Warscape engine worked in Empire and Napoleon? Charges were terrible - troops literally charged straight through a formation and out the other side. Did that happen in Shogun 2? No. Why? Because the engine was tweaked - which is just what they'd do with Rome 2, or indeed any other Total War era that didn't feature 'duelling' like Shogun 2 did.
