On a hunch i looked up wwI dutch Submarines and found it.
Its a O 2-klasse onderzeeboot. More specifically it is the Hr.Ms. O 3.

I wouldn't say that. Better than no tank at all. Also it was just DIY, putting some steel plates on civilian tractors. It's like with the Panzer I. Obviously it couldn't compete with more sophisticated designs but no better design was attainable at that time.
Also, had the Japanese attacked, they likely wouldn't have come up with some high-tech stuff if they had come with tanks at all. They didn't have that good tanks either.

It's type 87 Chi-I. It was a failure and type 89 was developed after it.
Do not discard the possible combat performance of Bob Semple. If you look at actual combat record of the Soviet NI tanks, which was another improvised design and quite possibly the worst tank ever to reach combat, it actually worked well. I remember reading about one episode when a group of NI tanks actually rode into german encampment during the night and successfully towed away their field guns while under small arms fire.

You are correct with everything. The comparison with the NI tanks is very apt, especially since they were both simply constructed out of steel plates welded on agricultural tractors. I wouldn't call the NI tanks the worst tank ever to reach combat though and imo the type 87 wasn't a failure. It was a prototype (first japanese iirc) and did what it was supposed to do. The type 89 was based on it and fared quite well.
