Garrisons are upgrading their armor by themselfs

Installed 4.3 version. Amazing MOD. Here is a problem that I'm having. Hoping that someone can help. My garrisons are being automatically upgraded to better weapons even though I told not to do this. Its very hard to manage financing this way. (Playing Byzantine on VH). Any way to stop that?
