    I can only assume that by Foreign Advisor and FO you mean the Foreign Veteran, or FV, no?

    At any yet, I agree that a "nanban" sabotaging buildings seems like an amazingly bold thing for a foreigner to be doing at the drop of a hat. Is there any historical precedent for such things occurring during the Boshin War, I wonder.

    I picked FV for the awesome bonuses they give to the army. But Ishin and their counterparts are pretty darn close.

    Agreed humble, I think the Foreign Veteran is too powerful, he's better than the Shinobi at killing enemy generals. I prefer a more specialised agent system like Medieval 2 TBH.

    FV - but agree that he should be restricted to military training etc and shouldn't be acting as an agent otherwise in most respects. Veterancy bonuses are very much welcome and I think in terms of added training they do make sense.

    Unless I need to steal a general, My Geishas generally sit in my towns to increase the growth of town wealth. Occasionally, I'll imbed them with an army for a boost to morale, but my preferred agents with an army would be 2 foreign veterans (for boosts to reload, accuracy,ammo quantity, etc and a shinsengumi (for boosts to melee defense).

    I use them to sccout the map and then I just put them in towns.

    Seriously though: In the game they function as more of a building than an agent and are neither as "cool" as the ISHIGUMI, or as funny as the Foreign veteran.
