I find them "viable" as well. Consider that you can build the Large Foundry in Rome immediately, and start pumping out 2 red chevrons with silver sword and silver armor Cavalry within a couple turns. Capua has no improvements at start of game and often rebels with the first scripted rebellion, meaning you get units with no experience that have to retrain in Rome... so stat wise they are comparable (other than Armor I'll grant you). Lastly, it might be a personal preference for some, I tend to prefer cavalry with shield/spear combo, after the reforms, Germanic Mercenary Cavalry are a mainstay of my numbered Legions (those in the east will use more archer and cataphract type cavalry when available).
