Help make map Southeast Asia!

Hi!
I making map for Southeast Asia include Dai Viet, Song Dynasty, Mongol, Kim, Dai Ly, Tho Phon, Tay Ha.
I do not understand why, when I changed ownership of the land, the game runs about 2 turn with CTD, I think, probably by the code.
Does anyone know this error please help, thank you very much

Uhm. Let's me made it clearer

Basically we're trying to made a mod for Rome TW. We got factions, units and buildings, plot and basic script skill. However we lack map. The map focus in East Asia 1237 which including: The Mongol, Song, Jin, Daly, Xi Xia, Tibetan and Daiviet.

We tried to use the map (China's map) from the old mod (dead long long before) which can be feature these factions (we don't have skill to create a map of our own unfortunetly ). However the problem is that map (and that mod) itself is so complex so we can't change the owner of the existing settlement

PS: basically we only trying to made a simple (as simple as possible) which can be done quickly since we have poor modding skill!
