Any programs for modding MTW?

I am planning on making a mod for MTW VI, but i dont know what programs i should be using. Any suggestions?

I depends on what you want to do? New GFX somehow (if so what etc.) or various code tweaking or serious changes etc. etc.... Once that is clear, you will probably get better answers here, either from me or somebody else. Also check existing modding-thread in the stickies (this section).

A mod based on ancient Rome, which would mean i need to know how to edit models, units, buildings, factions, things like that.

There's a mod for Medieval 1 called Ancient: Total War that has a Punic War campaign. You might check that out and try to contact the modder because it has Roman units, etc.
