I highly doubt that this is the case but you never know. Still it could be because Bel saying that we can't do anything surprises me a bit as he still has the HEx title but then again GED could have changed in the ACP the Permissions of the HEx and Mods user groups easely.

I've seen this happen on another site and I must say that even if I was an Admin there I was unable to do anything to prevent my owner to go haywire (not saying that this is hapening here)
