Welcome, Allaron, I am not a member of the team who made this mod but I might be able to answer some of your questions (if you are still interested in the answer).
I think you (and jperky28) are saying that you have a user.empire_script file but you don't know where to put it, or you cannot find the folder to put it in. Is that right? If so, the user.empire_script file for any mod needs to go in the C:/Users/[your user name]/AppData/Roaming/The Creative Assembly/Empire/scripts folder. By default, at least some of these folders are hidden, so you might need to look online for instructions on how to reveal hidden folders for the operating system which you are using (or use these links: how to see hidden files in Windows 8 and how to reveal hidden files in Windows 7 or Vista).
Your user script file needs to contain the exact names of the mod files. I use the following arrangement in which each of the mods is listed on a new line after the word mod, with the name of each mod file in quotation marks and a semi-colon at the end of each line (the example in the spoiler below is for Imperial Splendour, not this mod, but hopefully this example will show you what to do):-
how to list mods in your user.script file
I would expect that files such as EUROPEAN_WARS_2.pack and movie_ew2_text.pack would go in your C:/ProgramFiles(x86)/Steam/steamapps/common/Empire Total War/data folder.
If the mod includes a startpos.esf or a scripting.lua, these would normally go in your C:/ProgramFiles(x86)/Steam/steamapps/common/Empire Total War/data/campaigns/main folder (beforehand, you would need to move your vanilla startpos.esf and scripting.lua files to a safe place, e.g. a 'vanilla files' sub-folder of data/campaigns/main.

Alwyn thank you very much.
Link is works fine now.
Sorry friends, but mod won't be continued. This is the last version. I don't have a team.
Hey I did everything properly, and the game crashes after splash screen, weirdly enough when I click on link to download the game it says that it weighs 491.41 MB, but on mediafire it's 169.44MB.
