For RP purposes yes, the ones that did not defect, which is to mean there are few few dementors guarding Azkaban, even a negligible number.

Would it be possible for my char to experience a past event ?. Like a event that happened in the past and now the ghost that is haunting him is making him see it for himself. I will explain it in detail what the flashback is about and why he is experiencing it. But can that be a event for my char ?. Just a idea

The thing about random events is....they're random.

I was not talking about a Random event. I was talking about making a Flashback a event. Not that it was random but it would be one that i start. Like the Event M512 is doing. That type of event. I know Random events are Random and that it could happen at any time. I am sorry if that is how it sounded lol. I was talking more like a Event like Black is doing and M512

I thought Lupin's secret got out in Prisoner of Azkaban? I admit it's been so long since I've read the books it would be easy for me to make a mistake. Weatherby's book connection is his father's friendship with Arthur Weasley, so I've been playing him with a similar mindset/opinion towards these things, but if Lupin's secret wasn't widespread than obviously he shouldn't be commenting on things like that lol
