He probably meant that the Byzantines are somewhat weak compared to other factions.They don't have gunpowder technologies(only the ordinary Bombard),pikes,and all the advanced units of other factions

Also relations with other factions are at least good if I'm allied with them, with Papal states it's outstanding/perfect. Until now only Moors attacked me as first.

Crusades: Vilinus(taken by HRE), Cairo(ongoing)
Jihads: Constantinopole(taken by Turks)

In Iberia the catholics are in an all out war, united against the Moors. Meanwhile Sicily is spreading it's power. Genoose attacked the Aragon in search for new lands and France is fighting the HRE slowly braking it's borders, fighting at multiple fronts. In the west Bysantium is standing proud, slowly swooping Turkish heads with help of the Crusader States.
