The system is tailored for DotS at the moment which is why I have not released it publicly nor will it ship with DotS (for various reasons, mainly so that people don't screw up their mod installations). As I mentioned. You have the data stored conveniently in the Spreadsheet (like all faction names and relevant information in following columns for example) and this system of tools will take this spreadsheet and create all (relevant) mod files from it. So in theory you don't even have to know how to mod! Though you still need to know the boundaries of different options naturally (like maximum number of factions). And you don't even have to go to /data/ subfolder of the mod since it's all done automatically.
And as Ross has mentioned this system is not M2TW or DotS specific but can be easily adapted to virtually anything like mods of other games or even coding of whatever or just for anyone's private need of converting spreadsheet data into desired structure or processing it into something completely different etc. etc. It's really modular. :-) But as of now it's hooked to DotS and to make it generally available with all the documentation and stuff would take me a while and I don't have the time to do it before DotS is released.
