As a permanent force of levies for the king could there be the gold cloaks?
We could have them as a plot device (the Targs). Like, after a while the King would have to defend themselves against the Targaryen's coming back for power. The person who would play the Targs would be a rolled player who would get the opportunity to take the throne if he can beat the current house It would be an interesting way to put some fire.
Ah, and I have already made 17 living male Baratheons and a good number of women as well Although I only made women for the generation of my sons, considering that any other women would be already married off.
Those would be considered something such as the royal army from GSTK a 2000 strong force of men who they pay but are always ready. Before someone mentions that there are 6000 gold cloaks, no we are before the start of the first book and the other 4000 came when the war started and Cersei had no other forces near.
No problem mate just making my great house... well... great Most of them would be courtiers and small lords in far away parts of the stormlands. Although it would be nice to rp a big united family (all trying to kill each other so that they could get a better chance in succession, but you get the idea )

I stipulated how many generations it has been from Orys Baratheon to Robert Baratheon. 15 generations in total. So now Im making all the ancestors of my main up to Orys Baratheon lol
