[Amendment] Expanding the role of Magistrates

I would like to propose the following Amendment of Section IV, Article III. The main reason is that Magistrates do not get enough experience and quite frankly often get bored and lose interest between their turns. A second reason is to increase the available pool of candidates for Judges.

The proposed changes are the following:

• The number of Judges becomes undefined (more flexibility for Hex)
• The number of magistrates is reduced to 2 (more regular vote)
• Their term is reduced to 3 months and they cannot serve consecutive terms ( expanding pool)

Article III. Judges

To serve on the Tribunal, a panel of two Tribunes is appointed by the Hexagon Council. Tribunes can only be drawn from the ranks of those with at least a Silver Moderator's Mace or from those who have served as Magistrate for at least one term.

In addition, three Magistrates shall be elected, one every two months for 6 month terms, by the procedure in Section II, Article II. Applicants cannot have received a warning in at least one year and must have been citizens for at least 3 months.

Magistrates rotate as an acting Tribune, each deciding one of every three cases. Should a Tribune recuse themselves, the Tribune chooses one of the two other Magistrates to vote in their stead. Magistrates are terminated by a unanimous vote of the Tribunes. A terminated Magistrate is barred from standing in the Magistrate election immediately following their termination.

Should a Tribune recuse himself or there is a tie between Tribunes, the Tribunes chooses one of the two other the other Magistrate respectively votes in their stead or is called to break the tie. Magistrates are terminated by a unanimous vote of the Tribunes. A terminated Magistrate is barred from standing in the Magistrate election immediately following their termination.
