    Is there any way to make a submod that allows us to convert towns, or cities to castles?

    It's historic that as the Emperor i build a castle and develope it to a Citadel wherever i want. No matter how much money it costs, i've become the richest emperor on earth and i just want to build a simple citadel at the border of my empire.

    This mod is great, but that's the only ahistorical problem it has, so i would like to know how to fix it myself.

    I tried adding this to the end of export_descr_buildings.txt:
