    Default The Second Great War - the IRS 1939 IH

    Hey guys, in place of the deceased FoE2 I will be raising the promised continuation to IRS 36. IRS 39, as I've said way back, will be a purely war-centered game; RP will still exist of course, but don't expect a lot of chances for politicking. In any case, both major combatants (HRE & Russia) are authoritarian, with the HRE governed by the Gunny-Kip-Eugene triumvirate as of the end of IRS 36 and the Russians still basically being Stalinist (only in the opposite direction, that is to say extreme-right rather than extreme-left), so there wouldn't have been elections in either case.

    So, without further ado...

    The Second Great War - the IRS 1939 IH



    The year is 1939. Only recently, the Holy Roman Empire was humiliated in a short conflict with the Imperial Union of Britannia over the House of Stuart's claims to the throne of France, which ended in a complete disaster for the Empire and the loss of France to the Stuarts. Capitalizing on this perceived weakness, the Russian Empire (having been crushed & humiliated by the Empire in 1917) launched a war of revenge, intent on recovering its lost territories first and then destroying the Holy Roman Empire in its entirety if possible; of course, Iosif Djugashvilli, the infamous 'Steel Father' and true ruler of the Empire, would like to push as far as Rome if the opportunity manifests itself. As Russia is no longer the hideously backward paper tiger of 1914, but now a fully modernized and industrialized powerhouse, the above outcomes are far more plausible than the Bear's enemies are comfortable with.

    The Holy Roman Empire, meanwhile, will have to defend its borders and as many of its Eastern puppet states if possible. However, said puppet states are plagued by a rising wave of nationalism and politicized Orthodoxy, inspired by the success of the French 'ultraroyalistes' in the west; on top of this, the reigning puppet rulers (without exception Catholic or Protestant Germans) are hugely unpopular, having enforced policies promoting the German identity and/or their own religion upon their subjects.

    As if things couldn't get any worse, the conflict has a very real religious dimension on top of everything else. The Empire is predominantly Catholic or Protestant, while Russia is Eastern Orthodox (even more so after the Black Hundreds of the Steel Father took power). Fanatics of both religions exist in both countries, though in Russia's case they are running the country. Combined with the historical animosity between the two countries, atrocities on both sides are all but inevitable.

    The one thing both sides can count upon is that Britannia, the third major European power, is out of commission, having engaged in war with the Puritans of Columbia once more shortly after their victory in France. Neither side will have to worry about British intervention for as long as they are busy fighting the Puritans, though once that war ends, both had better watch their back - the Union's reigning Emperor, Robert the Bloody, is a highly unpredictable paranoid schizophrenic, and as he has both religious ties to the Empire and familial ties to the Russians, it's anybody's guess as to which side he will align with when the opportunity present itself, if any.

    The outcome of this Second Great War will decide not just the fate of the European continent, but the world at large - namely, deciding whether it is the Empire or the Russians who will become the most powerful empire on the face of the planet, rivaled only by Britannia. So, who shall it be - the thousand-year-old Holy Roman Empire of the ancient Habsburgs, or the resurgent Russian Empire and its ruling Romanovs?

Thus, our character format is a lot simpler this time around, with both ethnicity & social status only playing minor RP roles; the latter you can just write into your bio (ex.     High Command rules:

    Both countries' major leaders (Holy Roman Emperor Karl VIII for the Empire and Father Iosif Djugashvilli for Russia) will make an appearance as your High Command. They will have a set opinion of each and every one of the players, which can be raised or lowered by your conduct in the war and by obeying/disobeying their orders.

    They will occasionally give you missions, ranging from the relatively straightforward (ex. 'launch an offensive toward X', 'withdraw from X to Y') to morally questionable RP orders that may have very tangible consequences later on (ex. 'shoot every Orthodox priest in X', 'send all Catholics in Y to Siberia'). They may even try to micromanage battles, giving you advice that may or may not actually be the best way to proceed and pointing out your most important objectives.

    If you disagree with them and don't wish to carry out your orders, you'll have to convince them that they are in the wrong and get them to change their mind, otherwise their opinion of you will decline.

    If you disobey them too often without successfully justifying yourself, or if you fail one time too many, expect to be retired early.

    The High Commanders start with 50 Favor toward all characters, but this can go as far up as 100 (at which point they will make you Supreme Commander of their respective country's military, so you get to boss everyone else around ) or as low as zero (which means an automatic 'early retirement'). Note however, that you can be fired/executed as early as 25 Favor if your foul-ups are bad enough. As your Favor rises, your High Commanders will also give you increasingly risky and/or morally dubious missions, trusting that you can carry them out without question.
    General Staff rules:

    Both sides' characters will start as part of the Imperial General Staff/Russian STAVKA, depending on which side they're on. There are several special roles in both general staffs, for which the players can elect each other:

    Supreme Commander of the Military: The only unelected office in the General Staff/STAVKA. The SOCM is a character appointed by the High Commander (Emperor Karl/Father Djugashvilli) after reaching 100 Favor. They may be dismissed if they lose Favor and someone else reaches 100. They command all branches of the military, even the SOCA, SOCAF and SOCN.

    Supreme Commander of the Army: Directs all ground operations, from offensives to retreats, and gives orders to Army players.

    Supreme Commander of the Navy: Directs all naval operations, from unrestricted submarine warfare to amphibious landings, and gives orders to Navy players.

    Supreme Commander of the Air Force: Directs all aerial operations, from carpet bombing to air support for offensives, and gives orders to Air Force players.

    Director of the Abwehr/Cheka: Directs all intelligence operations.

    Minister of Military Technology: Handles all tech research, for everything from guns to nukes.

    Military Rules:

    These are all the units you can recruit, of course some will have to be unlocked by researching the appropriate tech. No upkeep since there's no economy, you get new units by asking of the Emperor/Steel Father; this can be done once a turn, and the # and quality of units depends not only on your request but also your Favor with the High Commander and the importance of your front.

    Land units:

    Conscript Division - 10,000 - A 'special' unit you can spawn en masse by issuing a draft order. They're free, but also the peasants/militia of this game, though - poorly trained, ill-equipped and with very bad morale to boot. They're really only useful in large numbers, and even then a few units routing will cause a chain reaction, so ironically it might be a bad idea to even field large numbers of these guys. They move at a pace of 1 province/day.

    Infantry Division - 8,000 - The workhorse of all armies, a standard infantry unit equipped with small arms and the necessary medical, logistical & command sections. Capable of most tasks on the battlefield. They move at a pace of 1 province/day.

    Motorized Infantry Division - 8,000 - An infantry division outfitted with trucks for increased mobility. They can move faster across flat terrain (such as the Russian steppes) than infantry units, but as their trucks are rendered useless in rough terrain like the Amazon rainforest, they will move slower than regular infantry there. They move at a pace of 2 provinces/day on ideal terrain (plains, deserts) and 1 province/2 days on rough terrain (mountains, jungles, swamps).

    Mechanized Infantry Division - 8,000/2,000 half-tracks - An infantry division outfitted with armored half-tracked armored personnel carriers armed with MGs, providing them with tremendously improved mobility across all kinds of terrain (except mountains) as well as greater protection against enemy infantry and light armor. They move at a pace of 2 provinces/day on all but mountains, where they move at a pace of 1 province/2 days.

    Mountaineer Division - 6,000 - An infantry division specialized for high-altitude and low-temperature operations. They move faster and perform better in mountains than other infantry units. They move at a pace of 1 province/day unless they're in the mountains, where they move at a pace of 2 provinces/day.

    Light Infantry Division - 6,000 - An infantry division specialized for operations in rough terrain other than mountains. They move faster and perform better in rough terrain (swamps, jungles, deserts) than other infantry units. They move at a pace of 2 provinces/day, always.

    Marine Division - 6,000 - An infantry division specialized for amphibious operations. They will perform better than other units when launching an amphibious assault, especially if they are the ones to lead the attack. They move at a pace of 1 province/day.

    Light Armored Division - 4,000/1,000 tanks A division of light tanks, faster than a 'proper' armored division but weaker. Not much else to be said, really. They move at a pace of 3 provinces/day except in mountains, where they move at a pace of 1 province/2 days.

    Armored Division - 4,000/1,000 tanks - A division of tanks, any modern general's iron fist on the battlefield. Capable of withstanding tremendous punishment and functioning as both infantry support or independently, punching gaps in enemy lines if deployed in sufficient concentrations and with effective orders. They move at a pace of 2 provinces/day except in mountains, where they move at a pace of 1 province/2 days.

    Cavalry Division - 8,000 - A mounted division that moves faster than infantry on a map, and can dismount to fight on foot just as effectively as they do on horseback - this is no longer the day of glorious cavalry charges, after all. They move at a pace of 2 provinces/day except in rough terrain, where they move at a pace of 1 province/day.

    Semi-Motorized Cavalry Division - 8,000 - A division outfitted with both horses and trucks, allowing them to outrun most other units except in rough terrain that renders their vehicles useless. They move at a pace of 4 provinces/day except in rough terrain, where they move at a pace of 1 province/2 days.

    Artillery Division - 5,000/500 guns - A division outfitted with a large number of heavy artillery pieces. Their fire is much more devastating than that of mere Artillery Brigades, but they are also much slower, and will be annihilated if the enemy can close in on them. They move at a pace of 1 province/2 days.

    Rocket Artillery Division - 5,000/500 guns - A division outfitted with a large number of single-rocket launchers. Their fire is much more devastating than that of mere Rocket Artillery Brigades, but they are also much slower, and will be annihilated if the enemy can close in on them. They move at a pace of 1 province/2 days. Russians start with this unlocked, Germans have to research it.

    MLRS Division - 5,000/500 guns - A division outfitted with a large number of MLRSes. Their fire is much more devastating than that of mere MLRS Brigades (which are already deadly enough in their own right), but they are also much slower, and will be annihilated if the enemy can close in on them. They move at a pace of 1 province/2 days. Russians start with this unlocked, Germans have to research it.
    Supporting Brigades:

    These units must be attached to divisions, and cannot fight independently. However, they can be purchased independently (just make sure to attach them to a division when you're done) and can be transferred from one division to another instantly.

    Artillery Brigade - 1,500/150 guns - A brigade capable of providing instant artillery support on the field for its attached unit.

    Engineer Brigade - 2,000 - A brigade capable of rapidly constructing defensive works on the field.

    Armored Brigade - 1,000/100 tanks - A brigade capable of providing your unit with the extra punching power it needs on the offensive, or the extra firepower on the defensive.

    Armored Car Brigade - 1,000/200 armored cars - Detachments of speedy, lightly armored cars equipped with machine guns useful as support vehicles in pretty much all operations.

    Anti-Air Brigade - 1,000/200 guns - A brigade capable of providing your unit with all the anti-air capabilities it needs to withstand a prolonged aerial bombardment.

    Anti-Tank Brigade - 1,000 - A brigade capable of providing your unit with all the anti-tank capabilities it needs to survive an armored onslaught.

    Rocket Artillery Brigade - 1,500/150 guns - A brigade capable of providing instant artillery support on the field for its attached unit by lobbing high-explosive rockets at the enemy. Russians start with this unlocked, the Germans have to research it.

    MLRS Brigade - 1,500/150 guns - A brigade outfitted with multiple-rocket launchers like the Katyusha, capable of showering an area with a large number of unguided high-explosive rockets and making mincemeat out of the enemy. They are, however, less accurate than single-rocket launchers and take longer to load. Russians start with this unlocked, Germans have to research it.
    Naval units:

    Aircraft Carrier - A floating flight deck capable of supporting only two squadrons of any aircraft at first, but their carrying capacity increases by one extra squadron/tech level as you research carrier technology.

    Battleship - The ruler of the high seas, a floating fortress armed with a bristling arsenal of hard-hitting long-range guns that can blow lesser ships out of the water with only a few well-aimed shots.

    Cruiser - A support vessel, smaller and not as heavily armed as the battleship. Usually given the role of escorting carriers and transports or backing up the battleships in a head-to-head fight on the high seas.

    Destroyer - The smallest ship in most fleets of this day. Equipped only with a miniscule number of guns and light armor, they will have no chance against a cruiser, much less a battleship. However, they do carry a number of depth charges, making them the go-to anti-submarine ship. Alternatively, they can still be somewhat useful against larger ships if deployed in considerable numbers.

    Submarine - Fast, stealthy submersibles that can bring down or at least immobilize a capital ship with a few well-aimed torpedoes, also very useful in economically strangling a country via blockade. Just don't let them fight destroyers!

    Fighter Squadron - 16 planes/squadron - Fast, well-armed air superiority fighters designed to secure control of the skies for you.

    Bomber Squadron - 12 planes/squadron - Heavy bombers carrying a large enough payload to obliterate cities and, once you've developed them, carry nuclear weapons.

    Close Air Support Squadron - 16 planes/squadron - Low-flying aircraft equipped with a modest payload, designed to support ground troops in both offensive and defensive operations. Absolutely crucial to Blitzkrieg.

    Naval Bomber Squadron - 14 planes/squadron - A squadron of specialized bombers designed to destroy enemy ships from above, most often carried by aircraft carriers.
    Nuclear Weapons:
    Spoiler Alert, click show to read: 
    Atomic Bomb - A powerful weapon that undergoes nuclear fission to create a devastating explosion, capable of wiping an army off the map or devastating a city for decades. When dropped on a province, it automatically knocks that province to Red (Level 1), though the owner can rebuild it; when dropped on an unengaged army, half of that army (selected by me) will cease to exist; and when dropped on a battlefield, both sides will immediately sustain 50% casualties. Must be carried by Bombers to work. Only accessible after Nuclear Research.

    Hydrogen Bomb - An even more powerful, advanced variant of the nuclear bomb. When dropped on a province, that province will be set to 'Level 0' (marked as black on the economic map) and remain unable to provide any income for the rest of the game; when dropped on an unengaged army, it will erase the army from existence entirely; and when dropped on a battlefield, it destroys both engaged armies entirely. Must be carried by Bombers to work. Only available after extensive Nuclear Research.

    Technology is researched the same way it was done in RB & IRS 36, the Minister of Military Tech sends me a PM listing what they'd like to research, from ships to guns to nukes, and I'll give you the time required. You can only research one project at a time.

    Biography: Born as the illegitimate son of a Holy Roman officer and a Bavarian beermaid, he was taken in by the Church from a young age. The Bible was one of the first books he read, and he learned to pray before he could walk; however, he took a keen interest to the tales of war stories from the Bible, constantly writing ficticious stories about such in school to keep himself occupied when he finished his work. As he grew up, he got less interested in becoming a priest - to the sadness of several in his church, who had viewed him like a son - and more interested in a Military career. Initially, his priest "family" wasn't supportive, but when the Empire began expanding, and spreading the faith back to seemingly heretic lands, they encouraged him to go and expand Catholic influence in foreign lands.

    Political beliefs:
    Taxation - Moderate to high for normal people and the rich, low to moderate for the poor and the church.
    Military - Strong enough to keep the Empire's influence wide-reaching, possibly strong enough to extend it further...
    The Economy & Trade - Milk the wealth from the puppet states while building up our own nation's infrastructure and farms.
    Foreign Policy - Conquer it all and spread God's word.
    Immigration - Let any and all who so wish come to the Holy Empire.
    Disestablishment - Keep the Church strong, but don't merge it with the Government. It narrows the politician's minds even further.
    Prohibition - Unfortunately, a needed evil; Besides, how can the crackers-and-wine routine be done without the wine?
    Secession? - Good lord, no!

    Biography: A former friend of Myroslav Ivenenko's, his extremely anti-HRE views have caused them to drift apart. A military man from birth, he is technically an aristocrat, but refuses to be called by the German title of "Herr." He is the head of a radical Ukrainian nationalist political party, and openly defies the laws of the "heathen jerries". He was one of those who took up the lance and rifle for Ukraine and Russia when the HRE invaded, and he is a fiery, hotheaded man who wants to see Franzie's head on a pike, preferably his own.

    His father was actually a firmly Ukrainian aristocrat, and from there he got his title in the empire's efforts to make the Ukrainians feel like they aren't a puppet state. However, he would join with ANYONE-Even Communists-if it would free Ukraine. (Granted, he would turn on the commies immediately, but still)

    He led a successful revolt against Imperial rule, with the help of Russia, and now is the Kniaz of Ukraine.

    Biography: Frederick is a born, blue-blooded Prussian. Born into a middle-class family, he received good education. As he grew older, he got more involved in Politics and quickly latched onto the ideas of Nationalism. He would join the army, as Prussian tradition (to him) dictated and became a Sergeant (or the German equivalent) He spent a few years as a Schutztruppen in Somalia, and became a hero fighting the Dervishes. His tour ended just as the Dervishes attack and insisted on fighting a last battle at a Feldpost. He got wounded in the action, with his eye gouged out and a horrendous scar across his body from being cut by a blunt sword blade. He returned home bitter and joined the German Military Party. After the apparent suicide of the former party lead, Johan von Dornberg, he was elected as party head due to his more extreme views. He is also a conspirator and underground nationalist, plotting for a Free Prussia.

    Political beliefs:
    Taxation - The new Prussian state will need money, of course!
    Military - Of course Prussia should have an army!
    The Economy & Trade - Prussia should use free trade within the country and with allies of Prussia.
    Foreign Policy - I support any attempt by the Empire's enemies against the HRE.
    Immigration - Prussia should be a beacon to not just North Germans but all seeking freedom.
    Disestablishment - Lutheran should be the state religion of Prussia.
    Prohibition - We need beer to celebrate our victory!

    Yes, like I said you can import your '36 characters. Also, if you can, try to dig up your old military commands, that way we won't have to redo them.

    @Agg For simplicity's sake, Ukraine will be counted as part of Russia on the map, though it will be autonomous in RP and yes, you will still be referred to as Knyaz (prince) in passing.
