I've made a base for people who wants to make their own technology cards. There are three files in the download, NTW_civil_tech_ui_base.tga, NTW_military_tech_ui_base.tga, NTW_industrial_tech_ui_base.tga. They are in TGA format that can be opened with GIMP.
The files got a completely blue, pink and green background like the vanilla tech, so all you have to do is to patch or paint the pic you want, and voilą.
Tips when making tech ui; remember that the pics are very small, so don't bother with details.
