Carthage's bastion of old, Hispania, is a work in progress. Although the Romans have carved out a mineral-rich eastern section of Spain, the interior remains firmly in the clutches of barbarian tribes. The fearsome Celt-Iberians have been a thorn in the Romans' sides for many decades. Any governor who could secure the whole of Spain for Rome would certainly go down in history as one of the greatest commanders of all time.
It is rumored that Spain's rich mining opportunities would allow huge quantities of wealth to be extracted from the countryside. Carthago Nova is the traditional capitol of this strange western world. Generations of Romans had been born, fought, and died in this distant corner of the growing empire. Although it has been under Roman sway for many years, it is still very much a frontier.

Marcus Titus Vorenus arrived in the afternoon infront of many curious Iberians. He greeted the people and the legions, which he gave their payment in addition to the old payment that they didn't get. Vorenus left the city center for his new Villa.
As you are aware the Consul and I continue to fight the barbarian hordes in the frontiers of Spain. If you would lead your legion (III Hispania) to the border in order to assist in these operations the Republic would be indebted to you. Please join us in our camp should you decide to aid us.

His first thought are a nice climate it's peaceful now and quite.
Maximus orders the troops to rally and see the new Pro-Preator.
A few minutes later the troops arrived in formation. Maximus walks past them and wishes he could be one of them.
He walks on a small hill in front of the troops, and begins speaking
"Troops of Rome, I am Pro-Preator Maximus Ceasoninus I am here for the well being of this province and it's citizens. Soldiers you are here to keep the peace not for war purpose. May everyone have a good time stationed here."
An entourage of riders approaches where Lucius Libanus is stationed, awaiting the arrival of his legionary reinforcements. A man dressed in the Legate uniform dismounts and approaches Pro-Consul Libanus. He salutes him and offers a letter.
Greetings, Proconsul Libanus. I am Mallius Licinius, Legate of Legio XVI Gallica. I bring a letter from Consul Regulus.

Thank you for the continued support during the war against the Allobroges invaders. As a thanks for all that you have done for my family and Livia, I award Legio XVI Gallica to your command and banner in the coming Lusitani conflict. Legate Mallius Licinius is the former Legate of Legio IX Rapax and is indeed a formidable and talented commander. His colleage, Tiberius Magnentius, the legion's Tribunus Militum is also a good man and worthy of his rank. Take good care of Legio XVI Gallica, I hope that they will serve you well just as they served me well during the ending days of the Allobroges War. Lucius took the note and read it quickly, smiling to himself.
Good old Regulus...you are most welcome here, Legatus. We shall begin marching in a month, however, we shall be turning our attention north before south. The Cantabri shall be our first target. They are a smaller tribe, and we can easily bring them under our control. I will not pretend that this will be an easy conflict, many armies have met their doom in this place before us.

A bold move, Proconsul...but with your known experience, it can be done. If needed, I can arrange the transfer 5,000 - 10,000 of the Allobroges population to any conquered areas of Iberia, which should help in stimulating the economy and providing a good base for future manpower. What shall be done about the Celtibri?
For now we shall assume they will abide by the treaty. Even though we have violated it by moving forces into the region I believe that when they see war being prosecuted against their rival tribe they will not become angered. Later, of course, they shall understand the enormity of their mistake in this trust. We shall have enough forces to counter them should they decide to invade. Luckily with strong supporters such as my son in law so willing to send aid, I do not imagine we shall find ourselves in the same position we were in years ago...undersupplied and undermanned.

A sound plan, Proconsul. Perhaps Maximinius should seek support from Consul Tranquilius and Proconsul Lucullus? They still have their own private legions...which would add more manpower and flexibility to the military forces.
Mallius stands there, looking at the Proconsul as he speaks.
At least we could use those two legions to keep our holdings in the south secure while we tackle down the Cantabri. A good force of 10,000 men should help in preventing the Lusitani from making any...premature moves.

If we should have to face more than a single tribe at a time, it may come to that, but I am confident that we can use the scattered and divided nature of the Spanish to our advantage. If they would not unite in the previous war there is no reason for them to in this war.

Iberian Archers and Balearic Slingers would indeed be good missile units...and are indeed some of the finest around. Perhaps some good Spanish-levied cavalry would also do well for the military forces.
Burcanius arrives at the Pro-Consular Palace. Spain must develop a lot. Burcanius walks towards the guard and says:

You have my thanks for this generous offer. I will accept it with gratitude. Will Lucullus miss it in Greece? I would not want this endeavor to inconvenience him in the east. His province is peaceful but I fear it is a tentative peace. Hell could break loose at any moment. We lacked sufficient archer coverage in the last war. I have had my clients in Rome petitioning Sextus and Gnaeus for use of their auxilaries...but they have been less forthcoming. Now is where we see who stands with us.
