You need to wait until the Romans experience the Maurain Reforms. After that, you will get Legionairres for the Seleucid Empire.

Essentially, yes. If it's that big a deal, use the money cheat, get a million cash, and send that money to Rome as a gift. After a while, they'll be upgraded. It also means you'll be facing some crazy Roman stacks by the time you bridge the gap to them, but meh.
To be honest, you can get a lot done using the Seleucids that don't require you using Legionairres. I've taken over almost the entire map as the Seleucids (H/H) hardly ever actually using Legionairres. They have enough variety and their Phalanx units are good enough the the Legionairres are more of a treat, not a way to win.
Besides. They're rubbish against Roman Legionairres anyway, and those are the main heavy infantry you need to worry about once you get past the Hellenic center of the world. Phalangites do better against Hoplites, so you don't need Legionairres for them.
That, and they will get their arses kicked one on one by a lot of barbarian heavy units of the same calibur. You're better off not wasting the money and buying some Silver Shield pikes or something of that sort. Cataphracts, maybe.
To be fair, the Argyraspid Legionaries(Seleucid elite "Legionaries") are on par or better than most units
Rome can throw at them on an even playing field (same or almost the same amount of upgrades/exp.)
Oh yeah, those guys are pretty nice. But, being so elite and expensive, the kind of fit my mentality that they're a treat, not an army. Something nice to completely wreck a flank, but not something you should be raising a stack of. If you have the money to raise a stack of Argyraspid...well, do it. But it'll take a chunk out of your treasury.

Although I still stand by that the Legionairres will do well against most other armies, but Silver Shield Pikes do better with the Legionairres as support. It's just my personal opinion. It's always worked for me. A bit harder to maneuver, but it can layeth the smacketh down.
