Download 1.8, it fixes some bugs, for play with 40 units you must enable the 40 units saves and then you load a savegame

Ok, that's what I'm asking, how do I do that? Is there a guide somewhere?

It's pretty simple actually. Just start the Darthmod launcher and select the "Extra Campaigns" Option. In this window, enable the 40 save games. When you start Napoleon, do not start a new game, instead load a saved game, there will be a long list of campaigns and nations to choose from, this will create a new game with 40 units.
