Through process of elimination I have discovered the problem. It was not your files...GOOD NEWS! It is WOS3.1 the bar isn't hesitating its stuck I left it more than 20 minutes. I like the effects of WOS4 but too much dust. Too bad I guess I'll just have to miss those effects.
I do have one more question for you sir, I have loaded your startpos2 three times and it does not appear in Mod Manager as the other mods and patches do. Am I doing something wrong?

Good news that's it not my mods - I was sure that was the case but it's good to have it confirmed, LOL.

The startpos file mod is not for the data folder or user.script.

Please check the mod's OP instructions:

Installation

For Files in Enclosures 1-3 (France): Place the startpos you want in the eur_napoleon folder - but remember to change the file name to just startpos and save your original startpos to a safe place!

For Files in Enclosure 4 (Coalition): Place the starpos you want in the mp_eur_napoleon folder - but remember to change the file name to just "startpos" and save your original startpos to a safe place!

PS: Did you try deleting the ui files in the packs to get the original cards back?

Open my mod with PFM and delete the folder called "ui" .
